Note, this is a sample, the final copy may or may not be different. It does give a pretty good idea of what is expected of a privateer though.

Essentially, a letter of Marque is legalized piracy. You are entitled to attack certain ships (ie. ships from other countries or city-states that Mithril doesn't like) and sell the booty back to Mithril. Mithril will give you 25% of market value. I know that seems a little low, but, it's actually pretty respectable. Remember that many ships are carrying perishables. If you roll up to a pirate harbour and want to sell a hold full of perishable goods, well, the fence is going to know that you must sell or dump everything into the sea. Do you think he's going to give you 25 cents on the dollar? Not likely.
When I get around to it, I'll post a crash course in Scarn politics so that you know which ships are viable targets and which aren't.
Also note, while the authorities in Mithril recognize you as a privateer with a letter of Marque and allied countries and city states will too, the countries you are privateering will view you as a pirate and react accordingly. However, with your letter of Marque, you are not going to be arrested when you berth in an allied port. As a straight pirate, there would be many ports closed to you. With a Letter of Marque, only some ports would be closed.
