Here's the basic premise:
It's a world in the grasp of the super villains. The tiny bit of a twist is that it didn't start out that way. Instead it got that way because the sort of big event stunts that comic companies pull actually have a lasting impact on the continuityof my world (think Death and Return of Superman; in my world, he'd have stayed dead).
Here is the way I originally put it:
It was a surprise it took as long to happen as it did.
Major Man died; Captain Night was paralyzed; Super Fast Guy died during the Disaster Across Many Dimensions; The Amazon returned to Amazonia having given up on the world at large.
The world was now defended by second stringers and also rans. Mostly grown up sidekicks and the world's second or third strongest men.
Finally,
Tyrant, an alien mineral being capable of growing to enormous size and flight;
Wielder of the Chaos Spear, posessor a powerful, evil magic weapon;
The Master Sorceror, a long-lived wizard;
Master of the Swift Silent Death, a martial artist of tremendous skill;
and Night Beast, a creature who strikes from out of the shadows with a touch that brings death;
teamed up together and killed the President, the VP, and the entire cabinet in five minutes. By the time the day was out congress, the Supreme Court, and some of the upper echelons of the military and law enforcement establishments were also dead. The remainder of the military and law enforcement pledged loyalty to their new overlords. The rest of the world fell just as easily.
Along the way, whatever heroes that actually posed a bit of a threat were killed. Criminals from common thugs to lesser costumed villains were released and offered a position with the new order's security force. A program of taxation by armed robbery and mugging has begun. Armed thugs and costumes wander the streets and shake down anyone they like. Those who resist are beaten, arrested or killed; somtimes those who comply are also beaten, arrested or killed.
This is the world you must save.
In theory all five of the major supervillains are sharing the world equally, each having a certain zone of control. The reality is a bit different.
The former USA is divided into two or three zones of control. Nightbeast controls the Midwest from Chicago. The Wielder of the Chaos Spear has the west coast. Tyrant occasionally oversees the east coast.
The Master Sorceror claims Europe for his own, paying particularly close attention to the Bitish Isles.
The Master of The Swift Silent Death spends most of his time in a small mountaintop monastery in Tibet. Supposedly he rules Asia from there, but it's kind of debatable how much actual hands-on conrol he has.
Tyrant spends the majority of his time orbiting the planet in the Power Squad's old satelite headquarters keepping an eye on the gloabl situation. He ocasionally comes down to the East Coast to put the fear of Tyrant into the populace and do the talk show circuit.
This is available as a play by post game if anyone is interested. Little to no actual die rolls or stat-references during actual play, but character generation should conform to standard HU rules.
Post a reasonable first level character using only the HU2 main book (I have no Splat books for HU). You may be a mega, if you wish. You should be good, selfish, or aberrant. My house attribute generation method is 4d6, drop the lowest and reroll one 1 and if it comes up a 1 again count it as a 2 (this leads to a minumum score of four for attributes) straight down the line. Bonus dice as per normal.
I wouldn't absolutely disallow TMNT or Ninjas and Superspies characters (no ATB2 or Mystic China, though), either if anyone likes those better.
