I took a few liberties with the overall design (and added a few things), but here's a conversion of pixie-faeries (from hackmaster), for 3rd edition.
Pixie-faeries
Attributes: +2 dex, +2 Int, +2 cha, -8 str
Size: Tiny +2 to AC, +2 to attack rolls, and +6 to hide , but can only use tiny weapons one handed (small weapons can be used two handed), and can only carry half as much as the table in phb page page 142.
Movement: Can only move 10" on foot, but can move 20" when flying. However, they cannot move silently while flying unless the take the flutter feat (see below).
+4 to spot checks, due to antennae and limited life sense.
Because of their inherrently magical nature and high metabolism, Pixie-faeries must pay 3 times the human equivelent for food per day.
Hit Dice: Pixie Faeries use the next lowest hit dice for the purposes for determining hit points. For wizards, it becomes a d2.
Enhanced Healing: Due to their magical nature, they get an additional hit point healed per day, on top of other bonuses. This heals normally in every respect.
Pixie-Faeires with Charisma scores of 10 or higher can may cast the following 0 level spells (cantrips) dancing lights, ghost sound and prestigitation each once per day. These are arcane spells, and as such, the pixie faerie suffers spell failure penalties for wearing armor. Treat the Pixie Faerie as a 1st level caster for all spell effects dependent on level (range for all three spells and duration for ghost sound). See the spell descriptions on pagess 190, 209 and 238 respectively.
Suspectible to Magic: Pixie-Faeries will glow when detect magic is cast on an area (even when invisible). Additionally, dispel magic will act as a fireball, doing 1d6 per level damage.
Reincarnation: While Pixie-Faeries cannot be ressurected, when they die, they will reincarnate within 1d4 months. They will be considered 1 level lower, but will have any other abilities save skills and tattoos. Skills will be at base attributes, and restore themselves at 2 points per week until back to their original values (save the level lost). Tattoos are gone, and will have to be redrawn on the reincarnated pixie-faerie. This can only be done a number of times equal to their constitution divided by three. After that they are forever dead.
All pixie weapons are considered class weapons.
Preferred Class: Sorceror: They are inherrently magical creatures that seems to flow from their inner being. They also make good wizards of both a general and specialist nature.

Benefit: This feat allows the Pixie Faerie to use the move silently skill when flying.

Prerequisite: Pixie-Faerie
Benefit: The antennae and base telepathy are able to detect life around them. They get a +4 to spot when living creatures are involved.
Normal: The Pixie Faerie must spot normally.
Invisibility:
Prerequisite: Pixie Faerie, Cha 15+
Benefit: The Pixie Faerie can turn invisible (as per the spell invisibility) equal to its level once per day. It has the limitation that it can only be done when flying.
Normal: The Pixie Faerie can not turn invisibility.
Minor Sphere of Perturbation:
Prerequisite: Pixie Faerie, 5th level or higher, the ability to cast 3rd level arcane spells, Knowledge (faerie) 5 or higher.
Benefit: For up to one Turn per day, the pixie faerie can create a 60 foot globe of magic that things don't work quite right. All creatures within the globe have -1 to all rolls, and have a -10% to speed. Additionally, any spellcasters must succeed in making a concentration check against a dc of 15, plus an additional +1 for every 5 levels of the Pixie Faerie (all levels of classes stack). The globe is translusive, but can be seen by the distorted reality waves (much like heat waves), that mark out its boundries. Only the Pixie Sprite is not effected
Strikes hard for a little guy
Prerequisite: Strength of 9 or less
Benefit: By knowing where and when to strike, your able to compensate for your lack of strength. Add +2 to your strength modifier, but only for hitting and doing damage. This bonus can never raise the penalty above 0.
Normal: The Strength penalty affects hit and damage rolls normally.
Disruptive Strike
Prerequisite: Pixie Faerie, +4 or higher to strike.
Benefit: Every strike made by the Pixie faeries is considered to have done double the damage for the purposes of disrupting spells.
Normal: The damage done is based on a normal strike.
New uses for old skills
Ride: The pixie faerie can use this skill to ride giant moth and butterfly mounts.
Tattoos:
Craft (tattooing): The Pixie Faerie has a number of special tattoos. They can be created on the skin of the Pixie faerie at a cost to both xp and constitution. They can only be drawn on pixie faerie skin. Up to 6 can be placed and they can not be replaced or removed.
Note: Realize, that the fairy tattos continue to function when the character dies, so its possible to skin the pixie faerie, and if the tattoo isn't damaged, magical items can be made from their hides!!!

And a quick explaination
Crossbow, Peashooter: Double crossbow, pixie size. Able to fire twice before needing an action to reload one of them (full round action to reload both).
Rapier: stylish rapier, pixie sized.
Stiletto, Bloodthorn: Looks like a small rose thorn, but pops out a small knife blade.
