i dont know if there's actually a werepanther template available, but i think the 3.5 MM lists a weretiger as part of the lycanthropes. Simply use the stats listed there for a werepanther.
Or, the Denizens of Darkness from the Ravenloft books have a werejaguar, which again, could be used for a werepanther.
if youre looking for stats, i dont have either book on me now. but if those are what youre looking for and need the stats, ill see about posting them.

i'm not supprised that you can't find one caus i'm pretty sure they don't exist to be scientific a panther is any cat that purs which ranges from hous cat to tiger to lions. as for an actuall panther race the closest thing is the black pantheres which is nothing more than a genetic mutation most comonly found in cougars and jaguars. and even their children are usually normal.
the point of this you may ask is this AtlanteanAscendant's idea is technequally correct in the fact that it would be a were panther and unless you find some other cats i don't think your going to find any thing better.

actually, ive double checked the other templates from denizens and found that the werejaguar templte is virtually no different than the weretiger and uses the same ECL.
sorry chief.

You should use leopard as the base animal. That drops 3 HD, a size category and stats. If it's still too high, drop the "shapechanger" HD altogether and use only the class levels. You can take the 3 shapechanger HD at levelups after you have cleared the ECL (2 levels for curse, 3 levels for natural lycanthrope). I'd go with the stat modifiers for werewolf (+2 str, +4 dex)

The closest reference I know of is in the hall of heroes book from 2nd edition. After the Kelemvor listing it list all of the new lycanthropes in forgotten realms to include; werebison (ng), werecats (cg), weredogs (lg), weredolphins (lg), weredragons (as color), wereleopards (ln), wereowls (ng), werepanthers (ln), and werespiders (le). Of course none of these are 'templates' per say and they are slightly different from the normal weres.

I'd go with the stat modifiers for werewolf (+2 str, +4 dex) That is of course saying that the DM would be willing to allow leveled shapechangers/lycanthropes. And for those stats, you'd need a copy of the Savage Species book (and prolly the 3.5 update booklet). As those have good numbers for playing 1st level monsters. (MonteCook's Arcana Unearthed has similar rules. me likey)

He was under a curse where he could perform no action that would benefit another that he wasn't compensated for his efforts. He must have belonged to one tough union. ;D
