It is complete and total hypocrisy, Hussar. The US Government has been totally and utterly unable to quash birth control and abortion laws here in the states, so it takes its agenda elsewhere...
Let's be realistic for a moment. We want women in foreign countries to be safe, but we refuse to teach them about contraception. Draxy points out that a woman carrying an HIV-positive child should be allowed to abort the child to save it (not that I agree with that statement at all!) but she cannot abort. <sigh>
This has been going on for decades. I vaguely remember it in the Regan Era, certainly remember it in the Bush I Era, now we have it again. What we should be doing is ensuring that these people have better access to medications and preventative tools to halt the spread of the HIV virus. IIRC, many African men and women have to wait ridiculous amounts of time to receive medications, and even then not all of them get it. The US Government is ensuring that these people will have no ability to receive any information about safe sex. It's all backlash. Can't do it here, we'll do it abroad. Far as I'm concerned, we may as well not do it at all if it isn't going to be done correctly!
