Thats right and along with that at that time rapes were almost non existent, and along with that you could leave your doors unlocked at night without worry and candy bars were a penny....
Times change, and thus the social fabric has changed along with it. I agree with ya 100 percent that we need to do something else Hussar in regards to the drug war, I will be first to say that it hasnt been a success.......
However the answer is not to legalize that garbage. The answer is simple........... Let the US Military DO what is needed to BE done. You would be surprised the amount of intellegence that we have on locations, times, etc......... and you would be surprised about the hundreds of times the Advisors and such down there got a NO GO when ready to do something that could matter...................... only because it would have not been politically positive.
The problem isnt ineffectiveness by the military or law enforcement, the fault lies with politicians, and the American people.
Reason.
Simple. The Politicians dont have the balls to allow the Military to do what needs to be done, and the American people dont have the Stomache to see it happen. Oh and there is a 3rd cause. Our judicial sytem that doesnt want to punish those properly that sell it and distribute it.
And again, yes I agree we need to try another way. But legalizing Narcotics is not the way.

Considering that some 60% of all inmates in the US are incarcerated on some sort of drug charges, I would say that your courts are procecuting as fast as they possible can. Also, considering that if I get caught with grass three times in Michigan, I go to jail FOR LIFE, I would say that your laws are pretty strict. Again, hmmm. Yeah, good idea. Let's get into another jungle war with 20 000 well armed and trained guerrilas in someone else's country where the guerrillas are supporting the local population with food and money. For a war like the recent one in Iraq, you require a 10 to 1 numerical advantage. So you want to send in 200 000 American troops into Columbia to stop the drug trade. Good luck. A similar plan was tried about 30 years ago to stop the spread of Communism. That worked real well didn't it? Because that's what it will take. It's a jungle war. So no more standing off 500 miles and dropping Tomohawks on the enemy, cos the enemy is everywhere. The US spent 16 billion dollars last year on the war on drugs and the American population bought an estimated 10 billion dollars in illegal drugs. America is funding both sides whether it likes it or not. Again, I notice how the example of Holland is conveniently forgotten in this discussion. Hmm. Small country manages to pretty much end it's drug trafficking problems, has incredibly low abuse rates and almost entirely eliminates drug related crimes like theft and assault for drug money. Oh, but ignore a successful example and keep trying for a military solution. That has solved oh so many problems in the past.

Just curious, Hussar... Which drugs are legal in Holland? All of them? Just marijuana?

As far as I know, it's hash and marijuana. Possibly some of the "softer" drugs too. Also, hard drug addictions are treated as a disease and not so much as a crime.

I don't think that small-time drug offenders should be put in jail - for them it's just a college for crooks and they come out worse.

If, as someone previously said, speed, ecstasy, and other drugs are poison that would still mean that making an informed decision to use them is a form of suicide and the right to do it should be respected.
